The Town of East Millinocket, Maine is soliciting bids for the Former Great Northern Paper Mill, Fuel Storage Area West Cleanup project located at 50 Main Street, East Millinocket, Maine. Work includes abatement of hazardous materials, decommissioning aboveground storage tanks and ancillary structures/equipment, and remediation of impacted soils as fully described in the contract documents.
A Request for Bids (RFB) and complete bidding documents, including the contract drawings and instructions to bidders, are available and may be obtained in the following ways:

View in person at the Town of East Millinocket Municipal Building, located at 53 Main Street, East Millinocket, Maine, during normal business hours (Monday, Tuesday, Thursday, and Friday, 7:00 a.m. to 3:00 p.m. through September 8, 2026; 8:00 a.m. to 4:00 p.m. thereafter)
Bids shall conform to the requirements specified in the RFB and an executed copy must be delivered at or prior to the submission deadline of 5:00 pm local time, Wednesday, September 16, 2026 electronically in PDF format via email to TDaniels@trccompanies.com.
An optional Pre-Bid Meeting/Site Tour is scheduled for 2:00 p.m. local time, Wednesday, August 26, 2026. As a courtesy, Bidders wishing to attend must notify the Engineer (TDaniels@trccompanies.com) at least 48 hours in advance.
The project is funded in part by a Fiscal Year 2025 USEPA Brownfields Cleanup Grant. All work must comply with USEPA Brownfields requirements, including the Davis‑Bacon Act and prevailing wage rates presented in the RFB.
The Town of East Millinocket reserves the right to accept or reject any or all bids, and to award the bid determined to be in the Town’s best interest.
