The Town of Lincoln is planning to continue the redevelopment of the former Lincoln Pulp and Tissue mill site by applying for grants from the U.S. Environmental Protection Agency (EPA). Lincoln Sewer Improvements - Ranger Corporation
The closure of West Broadway which detours traffic around the West Broadway business district will continue in the weeks to come. The detour utilizes Penobscot Valley Ave. and High Street for traffic to avoid the closure and access the West Broadway businesses. This closure will be moving periodically up West Broadway and the business placards on the detour signage will change notifying traffic of the closure location. Public observance to the many signs that have been placed on all incoming highways would be greatly appreciated for the safety of the general public and our workers. Motorists should allow for approximately 15 minutes extra to get around the detour. The MDOT detour has integrated fairly well and we appreciate how patient and understanding the local motorists have been.

PESTICIDES:
When required by regulations, the school will notify staff, students and parents/guardians at least five days in advance of planned pesticide treatments in the school or on school grounds, including playgrounds and playing fields. When required by regulations, signs will be posted at each point of access to the treated area and in a common area of the school at least two working days prior to the application and for at least 48 hours following the application in accordance with applicable Maine Board of Pesticides Control regulations.

The federal Asbestos Hazard Emergency Response Act (AHERA) requires local education agencies inform all school employees and students of asbestos-related activities, such as asbestos inspections and removal projects, that have been undertaken in the Millinocket School Department once a year. The Maine Department of Environmental Protection (MEDEP), Petroleum Management Division is hereby providing public notice of the intent of MEDEP to enter into a Memorandum of Agreement (MOA) with the Hyponex Corporation to establish an alternative procedure to the immediate reporting of certain oil discharges of ten (10) gallons or less at their Medway facility. Under the Memorandum of Agreement, Hyponex will clean-up any spills and maintain a log of these spills at the facility that is available to MEDEP personnel upon request. Hyponex will also be required to send a copy of this log to MEDEP for review on an annual basis. This agreement would expire three (3) years from the signature date.
The purpose of this public notice is to initiate a thirty (30) calendar day comment period beginning on the date of publication. During this period, the public is invited to comment in writing on the proposal. East Millinocket School Department
East Millinocket Schools accepts funding through the Elementary and Secondary Education Act (ESEA) of 1965. As part of the ESEA, East Millinocket School Department is required to provide a reasonable opportunity for public comment on the ESEA consolidated application and consider such comment prior to the submission of the application. Our ESEA team, composed of a representative from all stakeholder groups, has been working to draft a proposal for ESEA funding for the 2021-2022 school year.
Our outline proposal is based on data gained throughout the school year and district, school, and ESEA goals. Our allocation in Title I funds for the 2021-2022 school year is $134,650.12. These funds will be used to pay for interventionists to help our struggling learners in K-4, provide NWEA testing to monitor learning for K-4, support for homeless learners, and an opportunity for parent involvement. Our Title II allocation for this year is $20,882.16. Potential projects will be related to professional development and educator effectiveness and pay for Reading Recovery and other training, traveling to workshops and conferences, and out of district meetings. The $12,732.01 allocation in Title IV funds will be used to provide student support and social and emotional earning programming. The Title V allocation, in the amount of $13,621.79 will support classroom instruction, student wellness, and college and work readiness.

Please take notice that Lincoln Rental Systems, 316 Transalpine Road, Lincoln, ME 04457 is intending to file an application with the Maine Department of Environmental Protection (DEP) on May 24, 2021 pursuant to the provisions of 38 M.R.S.A., Section 1301 et. seq. and 06-096 CMR Chapter 420.
The application is for renewal for an existing septic spreading and storage site at Tax Map 11, Lot 14, in Enfield, off Rt. 155, owned by Lincoln Rental systems and operated by Lincoln Rental Systems.
According to Department regulations, interested parties must be publicly notified, written comments invited, and if justified, an opportunity for public hearing given. A written request for a public hearing, or that the Board of Environmental Protection assume jurisdiction of the application, must be received by the Department no later than 20 days after the application is accepted by the Department as complete for processing.
The application and supporting documentation are available for review at the Bureau of Remediation and Waste Management (BRWM) at the appropriate DEP regional office during normal working hours. A copy of the application and supporting documentation may also be seen at the municipal office in Enfield and Lincoln, Maine.

Tax Acquired Property Sale
The Town of Winn is accepting bids for the tax acquired property located at the corner of Rt. 168 and the North Road, being designated on the Town tax maps as Map 17 Lot 14 and an address of 1 North Road. It consists of about 1 acre.
Each bid must be in writing and in a sealed envelope marked “Tax sale bid” on the outside. All bids must be received by the Board of Selectmen no later than 5:00 PM on June 4, 2021. Late bids will not be opened or considered. The minimum bid is $6000.
Each bid must also include the bidder’s name, mailing address and phone number. The bid must be accompanied by a deposit in the form of a certified check or money order, in an amount equal to or greater than 10% of the bid price. The successful bidder’s deposit will be credited to the total purchase price for the parcel. Deposits will be returned to unsuccessful bidders. Any bid which does not contain the proper deposit will be rejected.
Bids will be opened, reviewed and awarded by the Selectmen at the Town Office on June 8, 2021 at 6:00 PM. The Board of Selectmen reserve the right to reject any and all bids. The successful bidder shall have 14 days from the date of the bid acceptance in which to complete the purchase. The property will be conveyed by a quitclaim deed without covenants. In the event that the successful bidder fails, for any reason, to complete the purchase in the time stated, the bid acceptance is void and the bidder’s deposit shall be forfeited to the Town. The Board of Selectmen may thereafter negotiate a sale of the property with any or all the unsuccessful bidders.
